§6 Penalties

by TrustTD - 01.06.07 at 12:14

§6.0 General information

- Due to the fact that it is not always easily possible to prove unfair play on the internet punishments will be made even if things only look highly suspicious. However, if there is real proof punishments have more bad consequences for the player or team being punished.
- In spite of this anybody will be treated as innocent until guilt is proven or enough suspicions exist to rule out wrong decisions with enough confidence.

§6.1 Use of non-authorized programs

§6.1.1

- Using map hack, multicommand hack, high resolution hack or any other program which gives a player an advantage, no matter of its dimension (they will all simply be called "hack" in the rest of this document) will always mean a league ban for this player and the deduction of points from his team's score. In addition to that all league games by this player will be counted as a loss, regardless of whether or not he used a hack in these games.
- If the player did not play any games in BWCL or if the hack was used in a game not related to BWCL a mild reduction of this punishment is possible.
Note: Programs only changing hotkeys but not giving the player any other advantage are not allowed, however, use will generally only be punished by a warning not to do it again.

§6.1.2

- Using a hack in a BWCL game will result in an immediate, at least 4 seasons lasting ban for that user. His team will receive a penalty and can even be kicked from the league or will be denoted to a lower league.

§6.1.3

- Any player not listed for BWCL using hacks will be not be allowed to play in BWCL games for 12 months. No penalties will result for a clan allowing that player to join as long as he is not listed on the BWCL team.

§6.1.4

- Adding any banned player will be penalized as described in §6.1.1.

§6.2 Account Sharing

§6.2.1

- Sharing a BWCL account with another player will result in the deduction points from each of the players' teams. Should only one clan be involved, these points are not added up for each player.
- Furthermore, all players involved will be banned from league play. All games played up to that point will be counted as lost.

§6.2.2

- Should the involved players be in different teams playing in the same league, this penalty can be increased. The ban time is automatically increased. This is necessary to prevent very unfair advantages for some teams in a single league.

§6.3 Observing

§6.3.1

- Should any player observing give hints or information to a player playing in a game or even share vision with him, his team will be lose points. Additionally, the team gaining an advantage is punished with the deduction points.
- The observing player is to be kept exempt from observing BWCL games.

§6.3.2

- The player who was given information or vision by the observer has to tell his opponent that this happen and leave the game immediately to prevent punishment. Should the observer not be on the players' team the game may be repeated if the BWCL staff decides this.
- Should the observer be on the same team the game will be counted as a win for the disadvantaged player immediately. Less points will be deducted in this case.

§6.4 Bugs / map bugs

§6.4.1

- Exploiting any known and unknown bugs is not permitted under any circumstances. The game will be counted as a win for the bug-user's opponent immediately.
- We consider all logical mistakes bugs (flying templar, etc.) but also anything not possible in the original ladder mode. This includes allying your opponent for a short time to gain an advantage.
- lost for the Accidental use of any of these bugs is to be told the opponent immediately after pausing the game. Any unit in a position which would be impossible under normal circumstances may not be used for the rest of the game in any helpful way. This can be proven in a replay.

§6.4.2

Exeptions:
- It is allowed to place observers and other flying units directly on top of a turret.
- It is allowed to slide workers through blocked pathways..
- Destroying units by landing terran buildings when not using any hack as specified in §6.1.1 to accomplish this.

§6.5 Insults / flames

§6.5.1

Flaming or insulting other players during in relations to a BWCL game may be punished:
- in mild cases with a warning
- in medium cases with a the loss of mannerpoints
- in severe cases with the penaltypoints and/or a ban of the player

§6.5.2

- Flaming or insulting any member of the BWCL staff will be punished harder

§6.6 Wrong reporting

6.6.1

- Intentional reporting of a false result will be punished with the lose ofmannerpoints and penaltypoints.

6.6.2

Not reporting or confirming results will be punished:
- in small cases (2 matches) with the loss of 2 mannerpoints
- in severe cases (3 or more cases) with the loss of up to 4 mannerpoints and up to 2 penaltypoints.

6.6.3

- Use of a player who is not allowed to play on that playday is forbidden and will result in a Freewin for the other team and an additional Penalty

§6.7 Non-compliance with a league ban

- The team is punished, the punishment will be decided on a case-to-case basis.

§6.8 Wrong interpretation of the BWCL Rules

- Falsely interpreting the BWCL Rules to gain an advantage will be punished by the deduction points. Should this be the case to influence any decision of a BWCL staff member more points will be deducted. However, we think even trying this is ridiculous.

§6.9 Conclusion

- The punishments listed here are obligatory for all cases listed.
- Should any player who is punished be cooperative and helpful to the BWCL staff in his case his punishment may be reduced.
- Cases worthy of punishment not listed here but but somewhat corresponding to a case listed will be punished by that rule. Other cases of rule-breaking will be decided on by the BWCL staff.
- This catalogue of punishments may be extended at any time. Notice will be given to players on the BWCL site and on the BWCL message board.

§4 BWCL-Cup

by TrustTD - 01.06.07 at 12:11

§4.1 - Gerneral:

Every BWCL-Clan can join the BWCL-Cup, Clans listed at the waitinglist too! All Rules (gamemode, etc.) of the BWCL are valid for the Cup too and the Cup is organized as a single-knockout-system.
In every round you have to play three 1on1, one 2on2 and one 3on3. The team with at least three wins will come to the next round!

§4.2 - Dates:

The Cup will be played Wednesday at 7 pm CET. You can find the announced date and deadline at the cup-tables. The deadline for every round is the next following sunday, one minute to midnight. If there is no reported result at this time, the league-direction will choose a winner of both opponents randomly.
Postponing games is only possible if the opponent agrees.
The clans have to check that beforehand and agree on a new date. The details of the arrangement including the new date for the game then have to be posted on the board at least 24 hours before the match.
The deadline still applies, so do only postpone games if you are sure you can play them before the deadline.

§4.3 - 3on3-Mode:

The 3on3 will be played on the maps of the BWCL-Mappool in the "Team-Melee-Mode". Otherwise it is allowed to play the 3on3 on other nonspecificated maps, if both teams agree! (You are for example allowed to play a 3on3 on Hunters)

§3 Reporting Results / Dates « » §5 Current Map Pool

§3 Reporting Results / Dates

by TrustTD - 01.06.07 at 12:07

§3.1 - General:

To report a result the team captain has to log in on the BWCL site. He chooses the applicable opponent teams name and the results of the games played and the names of the players that have played in the games. Mistakes can be corrected for up to three days after reporting.
Should your opponent have reported a wrong result accidentally you can cancel it and report the correct score.
Any team trying to gain an unfair advantage by either reporting a wrong score or by not reporting at all will be penalized.
If both captains reported the result and there is no difference between them the result will be locked (48 hours) after the last change.

IMPORTANT: A result can be reported until THREE weeks after the original date. After this deadline, only a Headadmin or Leagueadmin can report results.

§3.2 - Claiming Wins:

If for more than 15 minutes after the scheduled game time no opponent is available to play you may claim a win for this game. It simply has to be reported as a win. Each single game or all games may be claimed as wins depending on how many opponents show up. Only games with no opponent available may be claimed! All other games must be played. If, for example, 2 opponents show up, two 1on1 games and one 2on2 game has to be played, the rest of the games may be claimed.
If a player is delayed no more than 30 minutes he is allowed to play if the other members of his team inform of the delay. The players rank and the time he arrives has to be indicated. That player may not be replaced if he does not show up in time. If a player shows up late without prior announcement it is up to his opponent to either play the game anyway or claim a win.
If the entire team fails to appear at a BWCL game without prior announcement it is up to the staff's discretion to remove that team from the BWCL.

Both team captains have to report the results, regardless of having won or lost. If no result is reported there will be no points! Clans who do not report their results regularly will be punished.

§3.3 - Replays:

It is mandatory to save replays at the end of each game. There may be random replay checks by the BWCL staff and you are required to send your replay to a BWCL staff member if asked to. You help us with that, to catch cheaters. There will be a minor penalty if you fail to produce your replay on request. No excuses are accepted.

§3.4 - Postponing games

Any postponement must be posted on our postponement message board at least 24 hours before the game starts, i.e. 7 p.m. on Saturday. We encourage you to also inform the team captain of the opposing team to avoid missunderstanding. The new date and time for the game can be discussed in the corresponding message board thread.
It is only allowed to postpone maximal two 1on1s and maximal one 2on2. If a clan postpones more than that these games count as not postponed. However, a clan may postpone one full clanwar per season. It has to be made clear that the clan uses this option in the postponementrequest.
A clan may only postpone a total of 15 games per season.
If you chose to postpone a complete clanwar, you will only be able to postpone 9 other games.
The admins furthermore reserve the right to refuse the postponement of games if it is obvious, that a certain player is absent regularly.
NOTE: The clan that postponed has to organize the date for the postponed games
The clan that postpones has two weeks time to organize the postponed games. (For the last 2 playdays, consider the official deadline for the season!)
In case you couldn't manage to organize the games during these two weeks, contact your responsible league admin! He will set a date which is then mandatory for both clans.
If the postponing clan does neither manage to arrange a date for the games with the opponennt nor contact an admin within 3 weeks after the postponement, the opponent can claim freewin.

Important: The admin will set a date he regards as adequate. Therefore it is possible that the date collides with other allegiances of one or both clans. This is indispensable and will not cause a change of the date.
Because of this we advise you to organize the dates of your postponed clanwars yourselves.

§3.4.1 - Players in postponed games

In case of postponement, the position of the postponed game and the gamer has to be revealed by the postponing clan on our board.
If this information is not shared, the game(s) does not count as postponed!
The opposing clan does not have to nominate a player beforehand, they can do it when the game is scheduled to be played.

When playing a postponed game, the clan that did not postponed is allowed to use any player that is listed on the rescheduled date, even if the player was not listed on the original playday.

§3.4.2

If there happens to be an unclarity about the interpretation of the BWCL-rules and no admin is available the game can be postponed spontaneously and the admins have to be contacted as soon as possible, preferably through the BWCL-board. Don't forget to take screenshots, to proof the situation.

§3.5 - End of season

There is a last reporting date at the end of the season. This is usually one week after the last regular game. Results can only be reported until this time, any later reports will not count; the non-reporting team will get 0 points for any non-reported game.

In case of a tie which is relevant for promoting or denoting to a higher or lower league, the winner of the game in which the two tied teams faced each other will take the higher league rank automatically. Should that game have been tied as well there will be another match between the two teams.

§2 Teams / GameMode « » §4 BWCL-Cup

§2 Teams / GameMode

by TrustTD - 01.06.07 at 12:06

§2.1 - General information

All games have to be played with the latest Brood War patch released by Blizzard Entertainment. The standard game speed is 7 (fastest). All games have to be played on Iccup. Should Iccup be unavailable, the games have to be played on europe.battle.net. Channels vary depending on the league you play in. For more information consult the BWCL page.

All BWCL-admins and by the staff offically announced casters are allowed to observe any BWCL-game without giving any reason. Non-compliance may result in a penalty.
In case of problems, all clans are supposed to contact their responsible league admin first.
The possiblities for contacting him can be found in the staff details on the mainpage.
In case your responsible league admin is not available, open a thread at the BWCL-board and describe your problem. Afterwards you may contact another admin, preferably a headadmin.

§2.1.1 - Server

The server all games are to be played on is Iccup. In case Iccup is down, the clans have to meet on Europe.
Changing the server is only possible if both clans agree.

§2.1.2 - Antihack and Lanlatency

Antihack (AH) and Lanlatency (#LL) are mandatory for leagues 1, 2 and 3 in case the games are played on Iccup. #LL may only be turned off in case of severe lags or if both players agree to do so.
In league 4, AH and #LL can be used, but are not mandatory.
Players who are unable to play with AH and/or #LL are not allowed to participate in the league but may contact a headadmin to get special permission. However, this permission will only be granted in specific cases.

§2.2 - When to play

BWCL is played each Sunday at 17:00 (5 p.m.) Central European Time (CET). A season takes approximately three months to play and one month for relegation purposes.
A game may be postponed only if absolutely necessary. The postponing team has to open a thread in the message board in which they have to clearify which game they want to postpone. The captain of the opposing team should be contacted with a postponement request .(look at §3.4 for further information)
Postponements have to be requested not later than 24 hours before the scheduled time. Please use multiple ways of letting your opponent know of your request (e-mail, message board, icq, irc, etc.).
The date and time for the postponed game may be selected freely. The clan that postponed has to organize the date for the postponed games.

§2.3 - Game mode

A standard BWCL game consists of two 1on1 and one 2on2 games (played as a best of three). Every won best of three will get you 2 points. A minimum of 2 players are required.

§2.4 - Accounts

All players have to use the accouns that are listed on the clans BWCL-clanpage. If a player's account on iccup is different from the one on europe, that iccup-account has to be listed too.

§2.5 - Game mode for each game:

Each game is played as a "best of three loser's choice". This means: the map in the first game of the best of three is the map indicated for this date on the league tables. The loser of the first game may choose the map for the second best of three game. If a third game is necessary because each player has won one game it is up to the looser of the second game to decide on the map for the third game.
Only maps included in the BWCL map pool may be chosen. Observer maps have to be played in use map settings mode. If both players agree to choose a map, which is not in the BWCL MapPack, but is similar to one (for example different versions of a map), the map is allowed to play too. Note, that a map can onle be played once in a bo3.

§2.6 - Disconnects:

If any player gets disconnected the game has be repeated, if the game has lasted less than three minutes and no fighting has occurred up to this point. If the disconnect occurs later in the game both (or all four in case of a 2on2 game) players can agree on repeating the game. Otherwise the disconnected player has to accept the game as lost. There can be exemptions in certain situations (the player who disconnects was clearly winning the game). Decisions on this will be made by the BWCL staff and are final.
If there is a need to repeat the game (disconnect) both players should choose the same race as in the game before that no one can get an advantage of the disconnect.

§2.7.1 - Who is allowed to play

Members of a clan are allowed to play, if they
1. are listed on the BWCL-memberpage,
2. are listed for exactly one team on the BWCL-memberpage,
3. were allowed to play on the original playday, in case of a postponed game.

Players may only change their BWCL-Team once per season. This includes different squads of the same clan.

§2.7.2 - Teams:

To participate in the BWCL a team has to fulfill the following requirements:

1. the team has a working homepage,
2. the team has a least 3 members, that are willing to play BWCL until the end of the season and are listed on the team homepage
3. the team has a team captain, who can be contacted by the staff and the other team captains if necessary. It is his duty to read the BWCL message board and the BWCL news on the BWCL page very regularly to keep himself up-to-date with any important information.
The clan internet page and all e-mail addresses must be kept up-to-date. Should this not be the case the BWCL staff reserves the right to delete this clan from the BWCL without prior notice.

§2.7.3 - More than one team for one clan:

Every clan with enough members may register more than one BWCL team. (Note that new clans are preferred to clans already playing with one or more teams).
It is not encouraged to register many four player teams since absence of a single player results in many problems which can be avoided with a few extra players in the backhand.
In first and second league not more than one team of the same clan may be in the same league class. For example, clan A has one team in premier league and another team in second league which places first at the end of the season. Although the second team would normally play in premier league next season it will not be allowed to do so and the next best team would take that spot. This rule prevents two teams playing for the same clan to play versus each other.

§2.8 - Player ranking:

At the BWCL Match both leaders rotate while naming their players. The clan on the left side of the table will start. For example:
    ClanA: #1 PlayerX
    ClanB: #1 PlayerA, #2 PlayerQ
    ClanA: #2 PlayerY, #3 PlayerC
    ClanB: #3 PlayerH, #4 PlayerG
    ClanA: #4 PlayerO
Same procedure for 2on2.

Use of players who are not allowed to play is forbidden and will result in a penalty.

During postponing games the player-ranking is valid, if it is wished by one clan. In this case both clans have to name four (or two (mini-mode)) members, that should play the 1on1 games. They have to play against each other corresponding to the player ranking at the original gamedate. You should make a screenshot of both team-rankings, if there is no possiblity to deal with your opponent at the original gamedate!
